Performance Management in the Public Sector

A new study on government and public sector performance management has found that many public sector organizations have performance initiatives in place, but the results are often hindered by poor management. Other performance management problems are that implementations are frequently too mechanical and numbers focused, which prevents performance improvements; data is collected but is not utilized in decision-making; and a majority of organizations have fabricated performance data, which means the system does not improve public accountability and trust. "Performance management has never been more critical in the public sector than it is today," Bernard Marr, the study's author, said. "Yet it is the way that performance management is handled and directed that makes the biggest difference between top-performing and failing public sector organizations. Those who indulge in the practice merely to keep external moderators off their backs are missing out on a great opportunity to intelligently and accurately assess and refine their operations, creating employee support along the way." A white paper that highlights the 10 principles for effective performance management is also available.
